Mumbai, March 16, 2026:

The Maharashtra Government aims to complete 100 percent construction of 15,593 rehabilitation tenements under the BDD Chawl Redevelopment Project, being implemented by the Mumbai Housing and Area Development Board of MHADA at Worli, Naigaon, and N.M. Joshi Marg (Parel), and hand over possession to beneficiaries by December 2029, said Maharashtra Chief Minister Devendra Fadnavis today.

The Chief Minister was speaking during the handover ceremony of 864 rehabilitation tenements in five towers out of the eight towers in Rehabilitation Building No. 1 under the first phase of the Naigaon redevelopment project. The Naigaon BDD Chawl Redevelopment Project has been renamed “Dr. Babasaheb Ambedkar BDD Complex.” Two rehabilitation buildings comprising 20 towers are being constructed under the project at Naigaon.

Chief Minister Devendra Fadnavis stated that the redevelopment of BDD Chawls had been under discussion for nearly four decades. Due to technical challenges, differing proposals from developers, and local-level issues, the project remained pending for a long time. The government therefore decided to execute the project directly through MHADA, instead of relying on private developers.

He said that the quality of construction under the project is of a high standard, comparable to or better than private developments, with several modern amenities provided for residents. At Worli, one parking space per flat has been provided, while at Naigaon, one parking space has been allotted for every two flats. Efforts are underway to explore engineering solutions to further improve parking arrangements.

He further announced that approximately 900 sq. ft. of land will be allocated for the Bhavani Mata Temple in the Naigaon area, where a new temple will be constructed.

He noted that the BDD Chawls have a rich historical legacy, associated with eminent personalities such as Annabhau Sathe and Dr. B. R. Ambedkar, and expressed the need to document this history, suggesting that a book be written after completion of the redevelopment.

The Chief Minister further stated that the government is consistently working to ensure that ordinary and middle-class citizens in Mumbai receive rightful housing. Redevelopment work is also underway in Abhyudaya Nagar, Adarsh Nagar, Motilal Nagar, GTB Nagar, SVP Nagar, and Kamathipura. Through these initiatives, nearly 1,000 acres of land in Mumbai will be redeveloped, leading to significant transformation and improved living standards.

Congratulating the beneficiaries, Devendra Fadnavis urged them not to sell their flats, emphasizing that these homes represent the struggles and memories of generations. He also stated that the government is committed to ensuring that police personnel receive homes of their own. The issue of pricing will be discussed with Deputy Chief Minister and Housing Minister Eknath Shinde, and an appropriate solution will be worked out. He further noted that a comprehensive policy framework may be required, building upon the policy introduced in 2016, and that a legally and practically viable solution will be explored.

Speaking on the occasion, Deputy Chief Minister Eknath Shinde said that residents who had been living in old chawls for decades are now being provided free 500 sq. ft. modern homes with contemporary amenities, enabling them to live in the heart of Mumbai. He stated that the government is committed to ensuring that Marathi families who moved out of Mumbai can return to the city’s core areas.

He described the day as a “golden moment” for Naigaon BDD Chawl residents. Families who lived for generations in 160 sq. ft. rooms are now receiving modern homes. He reiterated that the construction quality is excellent and that MHADA has earned public trust. He also announced that MHADA will maintain the rehabilitation buildings for 12 years, providing relief to residents.

Deputy Chief Minister Sunetra Pawar said that the Maharashtra Government is committed to transforming the lives of citizens and fulfilling their housing aspirations. The rehabilitation tenements handed over under the Naigaon project reflect this commitment.

She expressed satisfaction that families will celebrate Gudi Padwa in their new 500 sq. ft. homes, calling it a historic and emotional moment after a four-decade wait. She said these homes represent dignity, aspirations, and a new beginning for residents.

In his introductory remarks, MHADA Vice President and CEO Sanjeev Jaiswal stated that 556 rehabilitation flats have already been handed over under the Worli BDD Chawl Redevelopment Project, while 845 flats are ready and will be handed over within a month. Construction of 4,893 flats at Worli, 1,074 flats at Naigaon, and 1,582 flats at N.M. Joshi Marg is currently in progress. Overall, 9,815 rehabilitation flats are under construction across the three projects, with approximately 63 percent work completed.

MLA Kalidas Kolambkar also spoke on the occasion and presented local demands on behalf of residents.
