Mumbai, dated May 07, 2026:

The Maharashtra Housing and Area Development Authority (MHADA) has accepted the tender submitted by the consortium comprising M/s M.G.N. Agro Properties Pvt. Ltd., M/s N.N.P Buildcon Pvt. Ltd., and M/s Onest Shelters Pvt. Ltd. for the cluster redevelopment project of the MHADA Colony at Abhyudaya Nagar, Kalachowki. As per the accepted tender, against the existing tenements having a carpet area of 210 sq. ft., each eligible resident will receive a redeveloped rehabilitation tenement having a proposed carpet area of 641 sq. ft. The Letter of Acceptance for the said project was handed over today to the successful bidder by MHADA Vice President and Chief Executive Officer Shri Sanjeev Jaiswal (IAS).

MHADA had proposed redevelopment of the Abhyudaya Nagar (Kalachowki) MHADA Colony under Development Control Regulation 33(5) by appointing a developer under the Construction & Development (C&D) model. The proposal received approval in the Cabinet meeting held on February 27, 2024. Accordingly, the Housing Department issued a Government Resolution dated March 06, 2026. Thereafter, the MHADA Mumbai Board floated a tender for appointment of the developer. The redevelopment tender process was initiated after obtaining approval from the High-Powered Committee of the Government.

Abhyudaya Nagar, Kalachowki Colony is spread over a land parcel admeasuring 1,33,593 square metres (33 acres), comprising 48 existing buildings and 3,410 tenements of 208 sq. ft. each. These include 3,335 residential tenements and 75 non-residential units.

The responsibility of redeveloping these long-pending buildings was entrusted to MHADA’s Mumbai Board. Subsequently, the Board decided to undertake the redevelopment of Abhyudaya Nagar Colony under the C&D framework.

While floating the redevelopment tender for the Abhyudaya Nagar MHADA Colony, certain conditions were incorporated in accordance with the suggestions made by the then Deputy Chief Minister and present Chief Minister Shri Devendra Fadnavis. However, despite granting multiple extensions, the tender did not receive the desired response.

Considering the lack of response to the tender floated by MHADA, a joint meeting was held under the chairmanship of Hon’ble Chief Minister Shri Devendra Fadnavis at Sahyadri Guest House on April 11, 2025, in the presence of local public representatives, representatives of the Abhyudaya Nagar Federation, MHADA officials, and Government officers. During the meeting, it was decided to modify certain tender conditions and re-initiate the tender process. The revised conditions included one-to-one parking, provision of a ₹5 lakh corpus fund to each tenement holder, and payment of ₹25,000 per month as rent to each tenement holder by the developer until completion of the project.

Upon completion of the tender process, MHADA submitted to the Government the proposal for acceptance of the tender submitted by the consortium comprising M/s M.G.N. Agro Properties Pvt. Ltd., M/s N.N.P Buildcon Pvt. Ltd., and M/s Onest Shelters Pvt. Ltd. The proposal received Government approval on April 30, 2026.

On this occasion, Mumbai Board Chief Officer Shri Milind Borikar, Deputy Chief Executive Officer Shri Anil Wankhede, Joint Chief Officer Smt. Vandana Suryawanshi, Deputy Chief Engineer Shri Bhushan Desai, Shri Rahul Vhatkar, Resident Executive Engineer Shri Pramod Sanap, Executive Engineer Shri Ankit Mose, and others were present.
