MHADA Mumbai Board Steps Up Action Against Illegal Construction in Goregaon

The Maharashtra Housing and Area Development Authority’s (MHADA) Mumbai Board has intensified its campaign against unauthorized construction on MHADA-owned land. On October 15, 2026, the board announced that a case had been registered at Goregaon Police Station against developer Vikas Arvind Surti over illegal construction at Subhashnagar Cooperative Housing Society in Goregaon, Mumbai.

An investigation found that 12 residential units had been constructed without the required permissions on the top three floors of a ground-plus-22-storey building. After completing the prescribed legal process, including issuing a notice, conducting a hearing, and passing an order, MHADA demolished the unauthorized structures on September 28, 29, and 30, 2026.

According to the Mumbai Board, the developer has not reimbursed the authority for the demolition expenses. Considering the circumstances of the case, legal proceedings have been initiated under the applicable provisions of the Maharashtra Regional and Town Planning Act, 1966.

MHADA plans to expand enforcement efforts across several areas of Mumbai, including Siddharth Nagar and Motilal Nagar in Goregaon, Anand Nagar in Vakola, Tagore Nagar in Vikhroli, S.V.P. Nagar in Andheri, and Gorai and Charkop under the Borivali jurisdiction. Cases involving repeated unauthorized construction will be reviewed, with criminal proceedings initiated where warranted under the law.

The Mumbai Board has urged residents and developers on MHADA-owned land to obtain the necessary approvals before starting new construction or making additions to existing buildings. Unauthorized structures may face demolition, and those responsible may also face legal action. Through these enforcement measures, MHADA aims to protect its land, promote compliance with building regulations, and prevent unauthorized development across Mumbai.
