Mumbai, February 25, 2026 - At a leading real estate conclave held at Taj Santacruz, Mumbai, policymakers, developers and industry stakeholders came together to deliberate on the evolving challenges and opportunities in the city’s housing sector, with a strong focus on improving affordability and enabling sustainable urban redevelopment.

IAS Sanjeev Jaiswal, Vice-President and Chief Executive Officer of the Maharashtra Housing and Area Development Authority (MHADA), highlighted the critical need for structural reforms in housing policy to improve affordability in India’s financial capital. With land becoming increasingly scarce and property costs continuing to rise steeply, Sanjeev Jaiswal emphasized that piecemeal redevelopment efforts will no longer suffice to meet the city’s long-term housing needs.

IAS Sanjeev Jaiswal outlined MHADA’s cluster redevelopment strategy as a cornerstone of its approach. By consolidating large swathes of land into planned clusters spanning 60–100 acres, the authority plans to create integrated living environments complete with enhanced infrastructure, open spaces, and community amenities. Projects such as GTB Nagar and Abhyudaya Nagar are already progressing, while dozens more are in the pipeline.

Speaking on affordability

IAS Sanjeev Jaiswal stressed that Mumbai’s housing affordability index where an average family spends nearly half its income on home loan payments underscores the urgency for reform. He advocated for rationalising premiums, development charges and taxes on affordable housing segments, suggesting that calibrated reductions could potentially lower prices by nearly 25 %.

Under the broader vision laid out by the Maharashtra government’s housing targets

MHADA is set to play a key role in supporting the construction of millions of affordable homes across the Mumbai Metropolitan Region by 2030. Nearly 60–70% of future housing supply is expected to come from cluster redevelopment initiatives, with a significant portion earmarked for economically weaker sections (EWS) and lower-income groups (LIG).

Beyond housing

IAS Sanjeev Jaiswal also urged developers to adopt a more inclusive outlook, calling for the integration of affordable units even within premium residential projects as a way to balance business interests with social responsibility.

The Event brought together policymakers, developers and urban planners, reinforcing the shared imperative to innovate and collaborate in tackling one of Mumbai’s most enduring challenges ensuring accessible housing for all segments of society.
