The Maharashtra Housing and Area Development Authority (MHADA) plans to undertake the cluster redevelopment of Pratiksha Nagar in Sion, Mumbai, directly instead of handing the project to a private developer. The proposed 25-hectare redevelopment will use the Engineering, Procurement and Construction (EPC) model, marking a new approach for MHADA’s large-scale redevelopment projects. Under this model, MHADA will retain control of the project and appoint a contractor to carry out construction for a fixed fee.

The Pratiksha Nagar layout covers approximately 25 hectares and includes 216 buildings with around 10,000 residential units. About 90 buildings have historically been used as transit accommodation, while other homes were allotted to beneficiaries through MHADA housing programs. The initial phase is expected to focus on dangerous and dilapidated structures, particularly older transit buildings where around 5,508 residents currently live.

The proposed EPC arrangement differs from the Construction and Development Agency (C&DA) model used for several other MHADA redevelopment projects. Under the EPC approach, MHADA will remain responsible for the redevelopment while a construction contractor will execute the work according to the approved project requirements. The additional housing stock generated through the redevelopment is expected to remain under MHADA’s control for future affordable housing programs.

MHADA is also examining arrangements for families living in transit camps whose eligibility or occupancy status is under legal consideration. According to officials cited in reports, families identified as unauthorized occupants may be provided transit accommodation while their cases are pending before the courts.

The cluster approach is intended to allow common infrastructure, amenities and open spaces to be planned across the larger layout instead of handling redevelopment building by building. Structures constructed around 15 years ago and considered fit for habitation are not included in the immediate redevelopment plan.

The proposal for the EPC model is expected to be submitted to the state Housing Department for approval, after which the contractor selection and bidding process can move forward. The overall project timeline has not yet been finalized. MHADA’s existing records also show earlier housing and transit accommodation projects at Pratiksha Nagar, including completed and ongoing tenement development.

The proposed redevelopment follows an earlier MHADA focus on addressing unsafe structures in the Pratiksha Nagar transit camp. In February 2026, MHADA announced action concerning the redevelopment of four unsafe transit buildings in the area.

The Pratiksha Nagar plan therefore represents a large-scale cluster redevelopment proposal focused on replacing older structures, planning shared infrastructure and creating additional housing stock while keeping the authority directly involved in project implementation.
