MHADA to Hold Stakeholders’ Consultation on Draft Maharashtra State Rental Housing Policy on November 19
Mumbai, November 18, 2025:
The Maharashtra Housing and Area Development Authority (MHADA) has organized a special program to present the draft of the Maharashtra State Rental Housing Policy and to conduct a stakeholders’ consultation on the same. The policy aims to provide rental housing to citizens across the state, particularly in the Mumbai Metropolitan Region (MMR). The event will be held on Wednesday, November 19, 2025, at 11:30 AM at the auditorium in Bandra (East).
Under the guidance of the Honorable Chief Minister, Mr. Devendra Fadnavis, MHADA has prepared a comprehensive, forward-looking, and inclusive policy draft. Maharashtra is the first state in the country to develop such a policy framework. The Vice President and Chief Executive Officer of MHADA, Mr. Sanjeev Jaiswal (IAS), will present the key highlights of the draft and provide detailed insights into the future roadmap. Senior officials from various departments of the State Government will also be present at the consultation. Suggestions from stakeholders will be given significant importance to make the policy more effective and people-centric.
The NITI Aayog, the apex policy-making body of the Government of India, has set the national goal of “Housing for All.” It has identified the Mumbai Metropolitan Region (MMR) as a growth hub in the housing sector. This includes initiatives such as slum redevelopment, housing for low- and middle-income groups, and the provision of rental housing. With changing times, housing needs are also evolving. In particular, the growing demand for temporary accommodation has highlighted the need for housing solutions such as accommodation for migrant workers, student hostels, working women’s hostels, and old-age homes for senior citizens under growth hub projects.
The NITI Aayog has set a target of developing approximately 3 million affordable housing units in the Mumbai Metropolitan Region by 2030. Out of these, MHADA has undertaken direct and indirect responsibility for the construction of 800,000 housing units. To achieve this goal, MHADA has previously organized successful investment and redevelopment conferences to encourage greater participation from developers and construction professionals. This consultation program is another step in that direction.
MHADA has appealed to a wide range of stakeholders to actively participate in this important initiative.
