The Kamathipura Cluster Redevelopment Project in south-central Mumbai has moved into a key implementation phase following the signing of a Construction and Development Agency (C&DA) agreement between MHADA and Bhagirathi Housing Pvt. Ltd. and Mathi Developers Pvt. Ltd. The agreement was signed on September 17, 2026, through MHADA’s Mumbai Building Repairs and Reconstruction Board (MBRRB), marking an important step from project planning toward on-ground implementation. Work is scheduled to begin during the upcoming Diwali period.

The agreement was signed in the presence of MHADA Vice President and Chief Executive Officer Sanjeev Jaiswal. MBRRB Chief Officer Shri Milind Shambharkar and developer representative Shri Atul Goyal formally signed the agreement. Senior MHADA officials, board representatives and members of the development companies also attended the event.

Sanjeev Jaiswal said the agreement has moved the Kamathipura redevelopment initiative closer to actual implementation, with safe, dignified and modern living conditions for residents at the center of the project. He emphasized the importance of preserving Kamathipura’s historic identity while creating a modern, sustainable and resident-focused neighborhood through transparency, quality construction and community participation.

The project covers approximately 34 acres and extends from Lane 1 to Lane 15. It includes around 475 cess buildings and 259 non-cess buildings, involving approximately 8,001 residential and commercial tenants and residents, along with around 800 landowners. The integrated cluster approach has been planned because the area contains older buildings, narrow streets and small plots that can make individual redevelopment difficult.

The project is being implemented under Regulation 33(9) of DCPR 2034 through MBRRB, with MHADA serving as the nodal agency and Special Planning Authority. The C&DA appointment process began with a tender issued in June 2025, followed by government approval in April 2026 and the issuance of a letter of intent. A project feasibility committee has also been formed to support eligibility assessment, area determination and the consent process involving residents and landowners.

Eligible residential tenants are planned to receive 500-square-foot rehabilitation homes, while commercial occupants will also be accommodated through the redevelopment plan. The project is expected to create additional housing stock for MHADA, including a proposal for around 900 additional residential homes.

The planned development will include rehabilitation buildings, residential and commercial spaces, public amenities, open areas, green spaces, internal roads and improved urban infrastructure. The project framework also incorporates modern earthquake-resistant construction, environmentally conscious design, rainwater harvesting, sewage and solid waste management, fire safety systems, elevators and other essential civic facilities.

Community participation has remained part of the planning process. A presentation and public interaction program held on September 11, 2026, in association with the Kamathipura Development Committee gave residents, tenants, landowners and other stakeholders an opportunity to review the proposed plan, raise questions and share their expectations.

Measures have also been approved to provide financial support during the redevelopment process. Eligible residents will receive two years of advance rent along with checks for the following year, while a one-time payment of Rs 25,000 has been approved for relocation and related expenses. Commercial occupants will receive monthly rent based on the size of their premises, while landowners will receive Rs 25,000 per plot each month during the redevelopment period.

With the C&DA agreement now signed, the Kamathipura Cluster Redevelopment Project has entered a new phase focused on implementation. The initiative aims to combine modern housing and infrastructure with the preservation of Kamathipura’s historic character while keeping residents, tenants and landowners involved throughout the redevelopment process.
